Can the hacker access the backup if the server is hacked?

No, the hacker will only be able to access it through the data of your backup panel administrator; even if he gets it, he will not be able to delete anything of the backup. However, If the backup server itself is hacked, the hacker will not be able to access or delete anything of your server.
