They use SmartScreen program, which developed by Microsoft, it scan the full contents of messages that reach Hotmail servers and classify it to regular messages or spam.

Hotmail restricts the number of messages originating from single IP from the customer server that can reach Hotmail servers, Hotmail set this limit depending on IP reputation and rating…

In case some server IP exceeds this limit, connection will be dropped and outgoing messages from the server will be refused by Hotmail, and you will get the following error message:

Microsoft prohibits:

  1. Use or contain invalid or forged headers.

  2. Use or contain invalid or non-existent domain names.

  3. Employ any technique to otherwise misrepresent, hide or obscure any information in identifying the point of origin or the transmission path.

  4. Use other means of deceptive addressing.

  5. Contain false or misleading information in the subject line or otherwise contain false or misleading content.

  6. Sending bulk messages to users that had not subscribed to the mailing list.

  7. Sending number of deceivable, fraud, or forged pages (email accounts, credit cards… etc.)

Marketers sending rules:

In sending emails to Hotmail users, you should abide by all the laws and regulations that govern communication through email in the jurisdiction in force.

Some marketers advertise their products and services in an inexpensive ways like sending emails, there are many users may don’t want to receive these messages

You should do the following:

  1. Take care about all the complaints you receive from users who don’t want to receive these messages.

  2. Include a link in the contents of your message to unsubscribe from the mailing list, and make sure that the link is accessible and working correctly.

  3. If you included an email to receive complaints you should make sure that this email is working efficiently and is able to receive the requests to unsubscribe from the mailing list.

  4. In case of receiving requests for removing an email addresses you should take in consideration removing these emails, fulfilling the requests and care about it.

  5. If you gave the consumer any promises, you should fulfill it completely (like money back guarantee in case of dissatisfaction, product replacement …etc.)

  6. Don’t use any false information at the beginning of the message.

  7. Don’t use any false or deceivable subject for your message, message content must express what is inside.

  8. If your message is an advertisement, you should state that clearly in message content.

  9. List your address in details and your contact information.

  10. Include a clear method for unsubscribing from you mailing list.


Sending operation stability in general depends on many factors and advices that in listed below and it should be taken in consideration by marketers and senders.

  1. Complaints:

Complaints are received by Hotmail automatically when the message receiver press “Report Spam”, “Block and delete”, or similar buttons, here your messages are rated depending on the number of complaints received by Hotmail


  • Include a link to unsubscribe from the mailing list at the top of the message content.

  • Take full care about the complaints you receive and remove the email address of the complainer.

  • Include some text in the message content to remind the receivers that they subscribed to this mailing list.

  • Make sure that you are authorized to marketing your products and sending it to the receivers.

  • Set the number of messages to the single user depending on his/her expectation, how many message he/she expect to receive per day – week – month… etc.

  1. Sending to invalid email addresses or emails that was deleted by Hotmail

Your mailing list should contain only valid and active email addresses.


Check your mailing list and delete invalid or inactive email addresses.
